Launched in November 2015 to help construction companies maneuver and grow to higher efficiency and/or gain more market share, BG Network is an “uber” consulting company comprised of leading industry experts with decades of experience serving various facets of construction, including but not limited to new construction, renovations, facilities management, finance, law and political advocacy, risk management pertaining to bonding and insurance, and business development to help uncover coveted contracts and sources for securing work in all sectors of construction. Key consultants include former high ranking military officers, Fortune 500 construction executives, legal experts, proposal writers and more. CONTRACTING FAIRNESS
To raise funds for specific reform for procurement regulation and law geared to construction firms in Maryland, the Coalition’s members provide financial support solely for lobbying efforts. Karen Barbour proposed two ideas to-date for legislation reform in Maryland, the Subcontractors Equal Access to Bonding Act HB 585/SB 599(2013) and the Change Order Fairness Act HB 403/SB 826 (2016), that the Coalition opted to support. Gil Genn of Capitol Hill Strategic Advocates worked tirelessly on both bills. In 2013, HB 585/SB 599 passed first time is session. HB 403/SB 826 passed unanimously in 2016 given Associated General Contractors of MD lead role in negotiating fair compromise with state procurement agencies. Both bills are considered landmark legislation.
AHCC
The Alliance for Hispanic Commercial Contractors formed in 2016 in partnership with The Barbour Group to promote the growth, prosperity and participation of Hispanic Commercial Contractors in procuring commercial and government contracts through education, training and guidance. Proudly partnering with notable construction, banking and legal minds to provide the instruction for the learning modules to be presented in-person and online. Mentorship and interactive training is at the forefront of our mission to enable success and competitive fairness to grow the Hispanic owned commercial construction firms in the Mid-Atlantic Region.

Karen Barbour was honored as the U.S. Small Business Administration’s 2008 Maryland Small Business Person of the Year. Barbour is the first surety professional to win the SBA award in Maryland.
